Why we need to invest in tomorrow’s talent
April 3, 2025The UK Government has introduced a series of apprenticeship reforms, aiming to enhance flexibility, accessibility, and alignment with industry needs. To help employers understand these proposed / announced apprenticeship reforms, below is an overview of key changes:
Introduction of Skills England
A significant structural change is the establishment of Skills England, which will assume the responsibilities previously held by the Institute for Apprenticeships and Technical Education (IfATE). This new body aims to create a unified approach to vocational training, collaborating with further educational colleges, training providers, local authorities, universities, and trade unions to address the nation’s skills requirements.
Transformation of the Apprenticeship Levy
The UK Government has proposed that the Apprenticeship Levy will be restructured into the Growth and Skills Levy, accompanied by a £40 million investment. This reform will allow employers greater flexibility in allocating funds towards various training programs, not limited to traditional apprenticeships. The goal is to facilitate upskilling and reskilling opportunities that align with evolving industry demands.
Flexibility in Apprenticeship Duration & Functional Skills
To expedite the training process in sectors experiencing skill shortages, the minimum duration for apprenticeships has been reduced from 12 to 8 months. This change enables quicker integration of skilled workers into key industries, including utilities.
Employers now also have the discretion to determine whether apprentices aged 19 and over need to complete Level 2 English and Maths qualifications to complete their apprenticeship. This adjustment aims to remove barriers for adult learners, facilitating their progression into skilled roles without mandatory additional qualifications.
Simplification of Assessment and Funding Processes
The UK Government has streamlined apprenticeship End Point Assessments by allowing certain evaluations to occur during the apprenticeship and permitting training providers to conduct specific assessments. Additionally, administrative processes have been simplified to reduce redundancy, enabling providers to allocate more time to training delivery.
Launch of the ‘Your Apprenticeship’ App
To support apprentices throughout their training, the Department for Education introduced the ‘Your Apprenticeship’ app. This digital tool offers access to essential resources, progress tracking features, and support services, enhancing the overall apprenticeship experience.
Watertrain is continuing to monitor the changes to apprenticeships, and we will publish any further information / guidance in accordance with new UK Government announcements.
